Michael J. Duggan holds a B.A. with honors from Northeastern Illinois University. He received his J.D. degree from Chicago-Kent College of Law in January, 1982, with high honors. He has been admitted to the bars of the State of Illinois, the U.S. District Court, Northern District of Illinois and the U.S. Seventh Circuit Court of Appeals. After his admission to the bar, Mr. Duggan served as law clerk to Justice John J. Stamos of the Illinois Appellate Court, First District, for one year. He is a member of the American and Chicago Bar Associations. Mr. Duggan is the co-author of "School Board Practices and Procedures", a chapter in the 1985 edition of the Illinois School Law handbook of the Illinois Institute for Continuing Legal Education.
Mr. Duggan has been a contributor to School Business Affairs magazine. Mr. Duggan was a presenter for several Annual Illinois Public Sector Labor Relations Law Programs, sponsored by the State, Local and Educational Labor Relations Boards and IIT/Chicago Kent College of Law each fall, and is a frequent speaker on educational and employment law issues for IASB and IASBO. He is also one of the authors of the Illinois Municipal League's Manual on Conflicts of Interest and Liability of Illinois Elected Municipal Officials. Mr. Duggan is devoting his efforts to a variety of school and municipal law matters, including employment and civil rights litigation, construction law, and collective bargaining for numerous school districts and the Villages of Oak Lawn and Palos Park.
